TODD
HOWLAND
Todd Howland is the Director of the Robert F. Kennedy Center for Human Rights. The
mission of the RFK Center for Human Rights is to support the
human rights work of the Robert F. Kennedy Human Rights Award Laureates
and Social Justice Fellows. The
Center implements Robert F.
Kennedy’s vision of social justice by promoting respect for full
spectrum of human rights, both in the United States and throughout the
world. The Center has consultative status with the United
Nations. The Robert F. Kennedy Human Rights Award was established in 1984 to honor creative individuals who are, often at great personal risk, engaged in strategic and nonviolent efforts to overcome serious human rights violations. Today, there are 34 RFK Laureates working in 20 countries. Previously
Howland worked with the United Nations Office in Angola for more than three years in its Human Rights
Division:
first as an Adviser on institution building, later as its Deputy and,
for the last half of his tenure, as Officer-in-Charge.
He
also served, from 1994-1996, as Head of the Legal and Human Rights
Promotion Departments of the Human Rights Field Operation in Rwanda
- the first field operation of the Office of the High
Commissioner for Human Rights.
He
has also consulted for the UN High Commissioner for Human Rights,
upon the appointment of Mary Robinson, participated in a UN Mission
of Experts to Equatorial Guinea, and prepared a special report for
the Commission of the European Communities addressing the human
rights situation in Rwanda. From
1993-1994, he worked in Ethiopia with the Carter Center Human Rights
Program on activities designed to facilitate compliance with human
rights law by the Office of the Special Prosecutor of the
Transitional Government of Ethiopia. Howland
was a Visiting Fellow at the Harvard Human Rights Program, as
well as a Wasserstein Public Interest Fellow of the Harvard
University School of Law. He
continues to serve as Law Commissioner for the Humanitarian Law
Project based in Los Angeles, and has served as Consulting Attorney
for the Centro Internacional para Litigos sobre Derechos Humanos
in Mexico City, and as Directing Attorney of the International Legal
Department of El Rescate in Los Angeles.
He has represented and worked with human
rights groups, asylum seekers, community organizations, legal
institutions and unions on human rights work related to El Salvador.
Howland
has filed cases with the Inter-American Commission on Human Rights of
the Organization of American States, the Freedom of Association
Committee of the International Labor Organization, the General
System of Preferences Subcommittee of the United States Trade
Representative, and the United States federal courts.
His
volunteer legal work includes serving as Legal Adviser to the Thunderbird
Alliance and the Circle of Friends Native American Prisoner
Network. Howland’s
teaching and research experience includes a project studying
the integration of indigenous rights into the Brazilian constitution and
examining the linkage of indigenous rights to environmental protection
mechanisms. He
has extensive conference organizing experience, which includes
“Genocide, Impunity, and Accountability: Dialogue for National and
International Response,” sponsored by the Office of the President
of Rwanda. His
record of publication includes articles in journals such as Human
Rights Quarterly, Wisconsin International Law Journal, Virginia Journal
of International Law, Human Rights Tribune, Review of the International
Commission of Jurists, Denver Journal of International Law and Policy, and
his opinion pieces have appeared in publications including the Christian
Science Monitor, Los Angeles Times and Denver Post. Todd
holds a Juris Doctorate from the University of Denver College of Law,
a Master of Arts in Political Economy from the University of Denver
College of Arts, Humanities and Social Sciences, and a
Bachelor of Arts in Economics and Bachelor of Business Administration
from Boise State University. He
speaks Portuguese, Spanish and French. Established
by his family and friends over three decades ago, the Robert F.
Kennedy Memorial, based in Washington, DC, is a 501(c)(3) nonprofit
organization that furthers RFK’s vision by advancing respect for human
rights and fighting for social justice around the world. Todd
