STABILITY IN CHAD
AND CENTRAL AFRICAN REPUBLIC STILL FAR AWAY AS UN OFFICIAL ARRIVES TO

remains in the midst of a crisis as Under-Secretary-General for the Department
of Field Support, Susana Malcorra arrived today to evaluate the situation facing
UN troops tasked with securing the eastern area of the country, along with the
northeast Central African Republic (CAR).
Both
states have long been in the throes of
violence by rebel groups. Fighting from
Darfur
has also infiltrated and negatively impacted
the situation in the region.The
UN forces belong to the UN Mission in CAR and
Chad (MINURCAT), one component of which
consists of soldiers from the EU (EUFOR). It
was created last year.
The
unrest has caused around 180,000 people to
flee their homes within
Chad
and another 315,000 have arrived from outside
the country, primarily from
Darfur
. All are reliant on international help.
Around 26,000 of them are currently in danger
as a result of fighting around the town of
Dogdoré
.
Philippe
Verstraeten, a member of the Office of the
Coordination for Humanitarian Affairs in
Chad
announced that, “Humanitarian operations
remain suspended in Dogdoré, with the
exception of urgent activities such as
responses to medical emergencies and the
provision of drinking water.”
The
plight of those who had to leave their towns
due to violence is also affected by the
inability of aid initiatives to reach them. As
a result, medical operations, as well as
supply of food and potable water are scarce.
Most
international assistance had to halted in
early October as a result of the insecurity
and banditry and humanitarian agencies have
sought protection for personnel and materiel
from
Chad
. There were 120 cases of banditry affecting
aid organizations so far during 2008. Further,
flooding and heavy rains earlier this fall
also impeded transport of need supplies and
workers.
Humanitarian
organizations have also asked MINURCAT to
increase the number of troops it has in the
country’s most volatile areas.
Under-Secretary-General
for Humanitarian Affairs and Emergency Relief
Coordinator John Holmes has encouraged the
leadership of
Chad
to “step up its efforts to improve security
conditions in those areas, in the interest of
the protection of civilians, so that
full-scale humanitarian operations may soon
resume.”
He
went on to say, “I call on the Government of
Chad to work closely with humanitarians on
these issues, and I furthermore call on all
belligerent parties to allow humanitarian
activities to continue without hindrance.”
Ms.
Malcorra will be in the area for four days and
will talk to government officials, UN
officials, and representatives of UN member
nations. She will also be visiting eastern
Chad
to see the UN and EU forces there and access
the situation of the hundreds of thousands of
refugees there.
Questions
remain about the future of MINURCAT and EUFOR
is scheduled to end its tenure in March 2009.
The Secretary-General has suggested creating a
contingent of 6,000 soldiers to replace the
3,000 EU troops. Mr. Holmes will go to
Chad
at some point during the next couple of months
to assess conditions there.
