MEXICO'S
CONAGUA APPROVES US$168 MILLION FOR SANITATION PROJECTS, by KATHY

Conagua,
Mexico's national water authority, recently approved a budget of 1.8bn pesos
(US$168mn) for sanitation and infrastructure projects along the Balsas
River.
The
river flows through eight states in the country's central region. It is one of
the country's longest rivers. It is used as a source of hydro-electric power
and irrigation.
The
funds will complement the 3.5bn pesos contributed by the state and municipal
governments.
Additionally,
the Mexican federal government is analyzing a proposed bill that would allow
Conagua to allocate resources from the Balsas River for human consumption in
those areas that are plagued by a limited access to water.
This
proposal would temporarily reverse a 1966 prohibition order banning concessions
of water from the Balsas River.
Furthermore,
the proposed bill also involves modifying aspects of the Mexican federal law
that governs the discharge of wastewater into the country's water reserves.
As
outlined by the proposed bill, each peso that a municipality pays in wastewater
discharge rights will be matched by the federal government to be invested in
infrastructure and sanitation works.
The
proposed bill also contemplates private participation in sanitation projects,
permitting municipal and state entities to offer concessions to the private
sector to finance the construction of potable water and sanitation plants.
Conagua
has also signed agreements with Morelos, Puebla and Tlaxcala states to provide
and allocate funds for sanitizing the Balsas tributaries of Apatlaco, Atoyac and
Zapahuac, in the country's central region.
