the new book "La guerra y la paz" (The war and the peace), published
by Icaria
Editorial, the author focuses his attention on the changes that have
occurred since September 2001, the crisis in the US, the shift from military
security to human security and the challenges of nuclear proliferation. He
also examines the role of diplomacy, peace-keeping missions and the creation
of an "international security regime" that combines pragmatism with
the normative contributions of Kantian idealism.

will be presented in Madrid, at Casa de Galicia, on the 21 of January; the day

"La guerra y la paz" offers a tool with which to understand the
current international system and take decisions in the areas of foreign policy,
security, humanitarian action and cooperation.
The book
has three interesting virtues. On one hand, it presents the problems of the
international system and the various interpretations and ways of understanding
them from different academic and political perspectives. On the other, it draws
together both the anglosaxon and francophone traditions of international
relations research, something which is very unusual, especially considering the
abyss that separates them.
Thirdly,
it elaborates a series of proposals for the running of the international system
that includes reinvigorating the role for the state, reinforcing the diverse
bodies of the multilateral system and the active participation of civil society.

This
book by C.P. David has both an immediate utility and a certain strategic
ambition. The author invites us to enter into the controversial subject matter
with both intellectual respect and academic rigor in a logical work that holds
just as much legitimacy within the academic world as outside it.
Its
immediate utility stems principally from the fact it poses questions that are
genuinely relevant, in the sense that we give the term relevance in the social
sciences and, in particular, the realm of theory.
The ambition of the work is particularly striking, as is its sequential
structure, which follows the logical chain of a line of thought. Equally
interesting is the nodal concept, the vertebral column of its argument, which
explains the perception of order linked to the war-peace dialectic, and thereby
to the concept of strategy.

This
book aims to serve as an introductory guide for the area of strategic studies.
There are numerous similar contributions already in existence but, curiously,
none that bridge the areas of geopolitics, strategy, war and peace.
This
manual has been conceived as an introduction and, for this reason, some experts
will find it dissatisfying. Such readers would doubtless prefer a deeper
analysis of all the questions, controversies and perspectives dealt with.
In order
to offer an inclusive vision of strategic studies “in 12 lessons”, and in a
reasonable number of pages, it was necessary to limit our focus to the essential
characteristics of the theories and theses. We felt the quality of this
understanding should be given priority over the number of issues dealt with.
