THE
STANLEY FOUNDATION: ARAB MEDIA AND U.S. POLICY: A PUBLIC DIPLOMACY RESET by

the last decade and especially in the aftermath of September 11, 2001, a
number of opinion polls and surveys have underscored steady deterioration of
the image of the United States in the Middle East.
The
ability of the United States to engage the Arab region has become a formidable
challenge, with a cloud of suspicion over US political, economic, and cultural
initiatives.
The
efforts of US public diplomacy to interact with the expanding and vibrant Arab
media have also been ineffective.
Marwan
Kraidy, an expert on Arab media and an associate professor at the Annenberg
School for Communication at the University of Pennsylvania, has written a policy
analysis brief for the Stanley
Foundation summarizing the situation and offering concrete policy
recommendations for Washington.
Kraidy
argues US policymakers should create an alternative to the “global war on
terror” as a framework for global engagement, acquire expert knowledge about
the Arab media environment, pay more attention to how economic governance issues
affect perceptions of the United States, and consider the pitfalls of the
misunderstood “branding” label.
Above
all, an understanding should emerge that the US reputation crisis cannot be
resolved by communication alone, but ought to rest on smarter policies.
A
revised grand strategy should rest on a new multilateralism based on engagement
with multiple state and non-state actors and new, bold initiatives.
