AFRICAN REPUBLIC AND CHAD AND EUROPEAN UNION FORCE:

Security
Council President Giadalla Ettalhi (Libya) announced
that members of the Security Council were
informed by the Secretariat today about the preparations for the United Nations
Mission in the Central African Republic and Chad (MINURCAT). The briefing also
covered the European Union force (EUFOR Chad/CAR), which is scheduled to be sent
to eastern Chad and north-eastern Central African Republic.
Under
resolution 1778 (2007) the EU force will be charged with helping to safeguard
the welfare of endangered civilians and will coordinate the distribution of
humanitarian aid. The Security Council reacted favorably to the news and saw the
sending of MINURCAT to the region as a step forward. The member states expressed
hope that other agencies will provide both the UN mission and the EU personnel
with the manpower and materials that will be necessary for them to carry out
their tasks.
The
Security Council was also disturbed by the current rise in violence in Darfur
and the increased movement among illegal military forces there, which have been
concentrated in western Darfur and in eastern Chad. The members were worried
about the strain such activities have placed on relations between Sudan and
Chad.
Consequently,
they urged the two countries to not allow the situation to escalate and
encouraged their to discuss their differences and work with one another to find
a solution. The Security Council also reminded both Sudan and Chad of their
responsibilities under the Tripoli Agreement of 8 February 2006, the Riyadh
Agreement of 3 May 2007 and the Sirte Agreement of 25 October 2007.
