CLUB OF MADRID: NEW NEGOTIATIONS TOWARDS AN
INTERNATIONAL AGREEMENT ON CLIMATE CHANGE:

144 ministers and high-level government
representatives along with 6 Heads of State gathered in Bali December 10-14 for
the United Nations Framework Convention on Climate Change Conference of the
Parties 13 (UNFCCC COP 13) and agreed to launch negotiations towards a crucial
and strengthened international climate change agreement.
The
agreement proposed includes a clear agenda for the key issues to be negotiated
up to 2009, along with significant agreements on deforestation, adaptation,
technology and carbon markets.
Concluding
negotiations in 2009 will ensure that the new deal can enter into force by 2013,
following the expiration of the first phase of the Kyoto Protocol.
President
of the Club of Madrid and United Nations Special Envoy for Climate Change,
Ricardo Lagos, participated in the conference, presenting the Global Leadership
for Climate Action (GLCA) Framework for a Post-2012 Agreement on Climate Change
at the Ministerial meeting of the Red Iberoamericana de Oficinas de Cambio
Climático, held by the Spanish Government and a side event held by the
German Government.
The
GLCA initiative, in conjunction with the UN Foundation, aims to mobilise
political will for far-reaching, long-term action to prevent the adverse effects
of climate change.
The
UNFCCC COP 13, attended by more than 11,000 people, was the thirteenth
Conference of the 192 Parties to the United Nations Framework Convention on
Climate Change (UNFCCC) and the third meeting of the 176 Parties to the Kyoto
Protocol.
At
the opening plenary, UN Secretary-General Ban Ki-Moon told participants that the
grim projections made by the scientists of the UN’s Intergovernmental Panel on
Climate Change (IPCC) this year, including rising sea levels, more frequent and
less predictable floods and severe droughts, meant the “the time to act is
now.”
Earlier
this year, the IPCC reported that if left unchecked, the world’s average
temperature could rise by as much as 6ºC by the end of the century, causing
serious harm to economies, societies and ecosystems worldwide.
