The new U.K. Foreign Secretary, David Miliband,
announced his ministerial team on 2 July: Dr. Kim Howells MP, Jim Murphy MP, Meg
Munn MP, and Lord Mark Malloch-Brown.

of State for Foreign and Commonwealth Affairs DAVID MILIBAND
DAVID MILIBAND was
appointed Secretary of State for Foreign and Commonwealth Affairs in
June 2007.
His responsibilities
include:

Overall responsibility
for the work of the Office

Policy Planning and
Research Analysts

Communications
-
Honours
-
Whitehall Liaison
Department
He entered the Cabinet as
Minister of Communities and Local Government in May 2005, supporting the
Deputy Prime Minister on housing, planning, regeneration and local
government.
He was appointed Minister
for the Cabinet Office in December 2004 and Minister of State for
Schools in June 2002. He has been Member of Parliament for South Shields
since June 2001.
He was Head of the Prime
Minister's Policy Unit and Head of Policy in the Office of the Leader of
the Opposition. From 1989 to 1994 he was Research Fellow at the
Institute for Public Policy Research (IPPR) and from 1992 to 1994
Secretary of the Commission on Social Justice.
Born on 15 July 1965,
David Miliband was educated at Haverstock Comprehensive School in
London. After graduating with first class honours in Philosophy,
Politics and Economics from Corpus Christi College, Oxford University,
and completed a masters degree in Political Science at the Massachusetts
Institute of Technology, where he was a Kennedy Scholar.
He is President of South
Shields Football Club, and a member of the Whiteleas and Cleadon Social
Clubs. He is married to violinist Louise Shackelton and they have one
child, Isaac.

Dr.
KIM HOWELLS was appointed Minister of State at the Foreign and
Commonwealth Office in May 2005.
His responsibilities include:
- Middle East (including Iraq and Iran)
- Counter Terrorism
- Counter Proliferation
- South America and North America
- Drugs and International Crime
- UK Visas
- Migration Policy
- Leads on Afghanistan/Sub-Continent in
Commons
He was previously Minister of State at
the Department for Education and Skills. He has also held Ministerial
posts at the Department for Transport, the Department for Culture, Media
and Sport, and the Department for Trade and Industry.
Dr Howells was born in 1946 and is
married with three children. He is MP for Pontypridd and was educated at
Mountain Ash Grammar School; Hornsey College of Art; Cambridge College of
Art & Technology and Warwick University.

LORD
MARK MALLOCH-BROWN was appointed the Minister for Africa, Asia and the UN
attending Cabinet in June 2007. He currently sits in the House of Lords.
His responsibilities include: FCO
business in the Lords; Asia – Afghanistan/Sub-continent and Far East;
Africa; UN; Human Rights; Global Issues; Commonwealth; Chair Ministerial
Oversight Board for FCO Services
He previously served as Deputy
Secretary-General of the United Nations. Before this, he was the
Secretary-General's Chef de Cabinet since January 2005. Prior to becoming
Chef de Cabinet, Mr. Malloch Brown served as Administrator of the United
Nations Development Programme (UNDP) from July 1999 to August 2005.
At the end of 2006 he became a
Distinguished Fellow at the Centre for the Study of Globalisation at Yale
University. He had also taken up the role of Vice Chairman of Soros Fund
management.
Prior to his appointment in 1999, he
served at the World Bank as Vice-President for External Affairs, and
Vice-President for United Nations Affairs from 1996 to 1999. He joined the
World Bank as Director of External Affairs in 1994.
Before joining the World Bank, Mr.
Malloch Brown was the lead international partner from 1986 to 1994 in a
strategic communications management firm, the Sawyer-Miller Group, where
he worked with corporations and governments.
He founded The Economist Development
Report and served as the Report's editor from 1983 to 1986. Previously,
from 1977 to 1979, he had been the political correspondent of The
Economist.
From 1979 to 1983, he worked for the
Office of the United Nations High Commissioner for Refugees (UNHCR). From
1979 to 1981, he was stationed in Thailand, where he was in charge of
field operations for Cambodian refugees.
He received a First Class Honour's Degree
in History from Magdalene College, Cambridge University, and a Master's
Degree in Political Science from the University of Michigan, and is the
recipient of a number of honorary degrees and awards. Aged 53, he is
married with four children.

MEG MUNN was appointed Parliamentary Under-Secretary of State at the
Foreign and Commonwealth Office in July 2007.
Her responsibilities include:
- Overseas Territories
- Caribbean/Central America
- South East Asia
- Consular policy
- Oversight of UKTI
- Leads on Africa/Asia in Commons
Born in 1959 in central Sheffield, she attended York and Nottingham
Universities, and later studied with the Open University.
Meg joined the Labour Party when she was 15 years old, becoming a City
Councillor in Nottingham for the period 1987–91. She also joined the
Co-operative Party and is a Labour and Co-operative Member of Parliament.
A trained social worker, she worked in Berkshire, Nottinghamshire,
Barnsley, Wakefield and York. She worked as a social worker for a number
of years and finished as Assistant Director for Children's Services at the
City of York Council.
Elected Member of Parliament for Sheffield Heeley in June 2001, she was
appointed Minister for Women and Equality in May 2005 at the Department
for Trade and Industry, then in May 2006 she transferred to the Department
for Communities and Local Government following Government reorganisation.
She speaks fluent French and German and conversational Italian. A
member of the Methodist Church, she is married to Dennis.

JIM MURPHY, MP for East Renfrewshire, was appointed Foreign and
Commonwealth Office Minister for Europe on 28 June 2007.
His responsibilities include:
- EU and Europe
- Russia, South Caucasus, Central Asia
- Balkans
- Ukraine, Belarus and Moldova
- OSCE and Council of Europe
- NATO
- Public Diplomacy Board
He joins the FCO from the Department for Work and Pensions where he was
Minister for Employment and Welfare Reform (since 2006).
He has been an MP since 1997, and has also been a Government Whip and
Parliamentary Secretary in the Cabinet Office.
