CLUB OF MADRID JOINS MINISTERS TO DISCUSS DEMOCRACY AND DEVELOPMENT:

- 02 December 2007 -- The
4th
Ministerial Meeting of the Community of Democracies, which will take
place November 14-17 in Bamako, Mali, will bring together Ministers and senior
officials from over 100 governments and international organizations with over 75
representatives from nongovernmental organizations, political parties and think
tanks from around the world to discuss the importance of democracy to
development.
At
the two-day conference, participants will meet in plenary sessions, five
thematic roundtables and five regional roundtables to craft strategies for
strengthening international cooperation to support democracy.
Former
Prime Minister of France, Lionel Jospin, will participate in the conference on
behalf of the Club of Madrid, an independent organization of 64 democratic
former heads of state and government from over 40 countries.
Mr.
Jospin will participate in the working groups and speak at the final plenary
session on November 17, to address the audience on the main topic of the
conference -Democracy, Development and Poverty Reduction– and the Club of
Madrid’s contribution to the advancement of democratic development, including
its work on expanding access to energy for poverty reduction.
On
November 17th conclusions of the meetings will be publicly released.
Background
In June 2000, foreign ministers from over 100 governments met in Warsaw, Poland
to launch the Community of Democracies (CD).
The
governments attending the meeting adopted the Warsaw Declaration, which
committed signatories to respect and uphold certain core democratic principles
and practices as well as to work together to promote democratic governance at
home and abroad.
Currently
convened by 16 governments, the CD meets regularly to exchange information and
coordinate the organization’s policies and activities.
A
second ministerial meeting was held in Seoul, South Korea in November 2002 and
94 governments endorsed the Seoul Plan of Action, which outlined key priorities
for cooperation. A third ministerial meeting was held in Santiago, Chile, in
April 2005, attended by several Club of Madrid Members.
