in debt, Ethics
& International Affairs, the quarterly journal of the Carnegie
Council, has devoted its entire spring issue
(21.1) to the analysis of this critical and intractable problem.
Drawing on leading thinkers and practitioners
from around the world, this special issue on debt addresses such vital questions
as:

When is it appropriate to hold
countries responsible for their debt?
o
How do you preserve legitimate
lending?
o
What
are the responsibilities of official, multilateral, and private creditors?
o
How should governments decide when
and how much to borrow?
o
Who should bear which risks?
o
What makes the processes of debt
restructuring, debt cancellation, or the enforcement of debt contracts more or
less just?

Founded
in 1914, the mission of the Carnegie Council is to be the voice for ethics in
international policy.
