The nuclear test performed by the
Democratic People’s Republic of
Korea
is a painful blow to the efforts to prevent the
further spread of nuclear weapons and to the
moratorium on nuclear tests, which has lasted
since the Indian and Pakistani tests in 1998.
The six power talks
which have taken place in Beijing and which have
regrettably failed to persuade the DPRK to
abandon its nuclear program, needs to be
urgently resumed with the aim of a denuclearized
Korean peninsula.
While anger at the test
understandably is the dominant reaction now,
talks need to convince and assure the DPRK that
a verified renunciation of nuclear and other
weapons of mass destruction will end its
isolation, bring international assistance and
assurances from all the participating states
that the country will not be subject to threats
from the outside.
The nuclear test that
has taken place reminds us that it might be less
difficult to persuade the DPRK and other states
to refrain from developing nuclear weapons and
from testing, if all great powers made sincere
efforts to move the world toward nuclear
disarmament.
They should all ratify the comprehensive
test ban treaty and help to bring it into force
– with the full participation of a
denuclearized DPRK.
